USFA E-letter: Distribution of Unused PRC Money to Professional Expense Accounts

In 2008-09, the President’s Review Committee (PRC) did not use all of the money allotted to it for the Salary Review Process. There was a total of $23,058 unused. Article 18.2.4.2 of the Collective Agreement provides that when this happens, the remaining funds “shall be allocated to support the scholarly work of members in accord with decisions of the Joint Committee for Management of the Agreement” (JCMA).

PRC made a recommendation to JCMA that remaining funds be returned to the Committee for use in the 2009-2010 Salary Review Process. This recommendation was accepted by JCMA, but because awards made in this process go towards base salary and the $23,058 unused by PRC is an annual amount, the USFA suggested to the employer that the money from 2008-09 be divided among USFA members and added to professional expense accounts (APEA).

After some back and forth, the employer agreed with our suggestion and as such each USFA member will see an increase of approximately $23 in their APEA on January 1, 2010.

We recognize that this is a small sum, but nevertheless it is your money. Funds allotted for use in the Salary Review Process are bargained for and included in calculating the total cost of salaries and benefits for USFA members. When you vote to accept or reject a collective agreement the financial settlement includes increases in funds used in this process.
