SEARCH AND
APPOINTMENT PROCEDURES
FOR SINGLE HEADSHIPS
IN CLINICAL DEPARTMENTS IN THE COLLEGE OF MEDICINE
Further to the Memorandum of Agreement (No. 4) contained in the 2002-2005 faculty Collective Agreement between the University of Saskatchewan and the University of Saskatchewan Faculty Association concerning changes arising from discussions on the development of the Saskatchewan Academic Health Sciences Network, the parties agree to the following:
1. For the purposes of this Letter of Understanding, the following shall be considered Joint Clinical Departments of the College of Medicine and the Saskatoon Health Region and shall have a single department head:
- The University of Saskatchewan academic department of Anesthesia and the Saskatoon Health Region department of Anesthesia.
- The University of Saskatchewan academic department of Medical Imaging and the Saskatoon Health Region department of Medical Imaging.
- The University of Saskatchewan academic department of Medicine and the Saskatoon Health Region department of Medicine.
- The University of Saskatchewan academic department of Obstetrics, Gynecology and Reproductive Sciences and the Saskatoon Health Region department of Obstetrics, Gynecology and Reproductive Sciences.
- The University of Saskatchewan academic department of Ophthalmology and the Saskatoon Health Region department of Ophthalmology.
- The University of Saskatchewan academic department of Pathology and the Saskatoon Health Region department of Pathology.
- The University of Saskatchewan academic department of Pediatrics and the Saskatoon Health Region department of Pediatrics.
- The University of Saskatchewan academic department of Physical Medicine and Rehabilitation and the Saskatoon Health Region department of Physical Medicine and Rehabilitation.
- The University of Saskatchewan academic department of Psychiatry and the Saskatoon Health Region department of Psychiatry.
- The University of Saskatchewan academic department of Surgery and the Saskatoon Health Region department of Surgery.
2. The parties recognize that the organizational structures of the Saskatoon Health Region may change from time to time. Revisions to the above list will be mutually agreed upon by the College of Medicine and the Saskatoon Health Region and reported to the Faculty Association.
3. All appointments of single department heads in joint clinical departments in the College of Medicine shall be in-scope of the Faculty Association.
4. Search and appointment processes for single headships in joint clinical departments in the College of Medicine shall be in accordance with the provisions of the Collective Agreement between the University of Saskatchewan and the University of Saskatchewan Faculty Association, with the following modifications:
i) The Search Committee shall consist of: the Dean of the College of Medicine and the Chief of Staff or equivalent of the Saskatoon Health Region as co-chairs; all employees holding probationary, continuing status or tenured appointments in the joint clinical department; and up to an equal number of community-based physicians in the joint clinical department who hold a clinical appointment in the College of Medicine consistent with Article 13.1.1. The selection of the community-based physicians shall be conducted by the Saskatoon Regional Medical Association. All community-based physicians in the joint clinical department in which the search is being conducted who hold a clinical appointment in the College of Medicine shall be eligible to participate. Where there are fewer than five employees of the department, the College Review Committee shall co-opt employees from cognate departments to bring the number of employees on the Committee up to a minimum of five. Where there are fewer than five community-based physicians in the joint clinical department, the Saskatoon Regional Medical Association shall elect community-based physicians from cognate departments to bring the number of community-based physicians on the Committee up to a minimum of five.
ii) A candidate for the headship who does not hold academic appointment at the time of the search will be granted academic appointment when appointed to the headship. All employees holding probationary, continuing status or tenured appointments in the joint clinical department shall, at the time of application, determine by majority vote whether candidates possess sufficient qualifications to hold an academic appointment in the department. Applicants for the headship who do not meet the requirements for an academic appointment shall not be considered for appointment as Department Head.
iii) The Appointments Committee shall consist of: the Provost and Vice-President Academic and the Physician Vice-President of the Saskatoon Health Region or their designates as co-chairs; the Dean of the College of Medicine; the Chief of Staff or equivalent of the Saskatoon Health Region; two department heads from cognate departments; a community-based physician selected by the Saskatoon Regional Medical Association; an employee from the College of Medicine selected by the normal nominating process for the College of Medicine Faculty Council but external to the joint clinical department in which the search is being conducted; and an observer from the Association.
5. The parties recognize that the process for the assignment of duties for department heads of joint clinical departments will differ from the normal process set out in Article 11 of the Collective Agreement, therefore Article 11.2.3 shall apply.
The parties agree to recommend this Letter of Understanding to their respective principals for ratification and to seek confirmation of the Saskatoon Health Region’s concurrence with the arrangements through its Board of Directors.
